The work starts in Merchant Center, not the campaign builder. Shopping and Performance Max never see your keyword list; they match against your product data, which means a Dubai catalogue whose titles are written only in English is invisible to a large share of the queries it should be capturing. We rebuild titles to lead with the terms buyers actually type, run a second Arabic feed where the volume justifies it, close GTIN and identifier gaps, and set up market-specific feeds carrying the right currency, price and availability for each GCC country you actually ship to.
Structure comes next, and Dubai gives it a particular urgency. Brand search here is routinely inflated — by influencer traffic, by mall and event footfall driving people to look you up later, and by regional marketplaces bidding on your name so that even your own brand term is contested. Blend brand and non-brand into one campaign and the account reports a healthy return while non-brand quietly does nothing. We separate them, defend the brand term deliberately because marketplaces will take it if you do not, and judge non-brand on its own numbers.
Then the measurement correction that matters more here than almost anywhere. If a meaningful share of your orders are cash on delivery, Google is optimising toward orders that have not been paid for, and a proportion of them will be refused at the door. Bidding to a target built on checkout revenue will systematically overvalue the campaigns that attract COD-inclined buyers. We feed delivered and paid values back into the account so the bidding learns from money you actually received, and we watch the COD share by campaign as a diagnostic rather than a footnote.
Weekly query mining in this market means reading three sets of search terms, not one: Arabic script, Latin transliteration and English, with a negative library maintained in all three. It is also where the wholesale traffic hides — Dubai's trading economy generates a constant stream of bulk, wholesale, distributor and supplier queries, and those clicks land on consumer ads, convert at nothing and drag the target down until someone reads the report properly. Budget planning is equally local. Demand climbs into the October-to-April season, spikes hard through Ramadan and the run-up to Eid where auction prices rise with it, gets a second lift through the Dubai Shopping Festival, and then thins through a summer when a real share of residents leave the country. We plan spend against that curve, raise targets before competitors move rather than after, and treat the summer dip as a lower-cost testing window instead of a problem to spend through.

Returns ran at 31% and refund cost consumed the entire paid media margin. One size chart image served 40 different fits, and 62% of add-to-carts started on a collection page that never showed variant availability. The named constraint: no new product photography budget, so every fix had to come out of the existing asset library and the review corpus.

Meta ROAS had slid from 3.6x to 1.9x in a year and the team had spent twelve months buying new creative to fix it. The real cause was measurement: the BigCommerce checkout dropped 22% of purchase events and the Conversions API had never been installed, so both ad platforms were optimising on incomplete data. The named constraint: peak season was 14 weeks out, and the replatform had to be live and stable well before Black Friday traffic arrived.
